    The primary purpose of this position is to provide the intelligence analysis engineer expertise required to ensure the Flight’s programs, approaches and analytical assessments contributed to its counterspace mission accomplishment.

    Organizational location of position is at: COUNTERSPACE ANALY SQ, Wright Patterson AFB, OH.

    Responsibilities

    • Leads team of engineers and intelligence analysts conducting independent research and analysis on multi-source intelligence information on foreign kinetic energy warfare counterspace operations.
    • Prepares tasking for supporting elements, coordinates their analysis, evaluates their results, and integrates the derived findings as an overseer of intelligence assessments
    • Provides expert advise and mentoring on counterspace issues to analysts within NASIC and at other service and national-level intelligence agencies.
    • Reviews and evaluates analysis documents of contractors and other contributing agencies.
    • Performs other duties as required and assigned

    Qualifications

    This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the “Professional” work category are at the “Senior” work level and are equivalent to those at the GS-13 level.

    In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    BASIC REQUIREMENTS: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    A combination of education and experience – college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum.

    NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW.

    SPECIALIZED EXPERIENCE: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Scientist and Engineer field or through the performance of work where the primary concern is General Engineer. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Examples of specialized experience include Extensive knowledge of scientific and engineering concepts, principles, and theories with practical applications to difficult and complex work assignments; particularly as those assignments relate to kinetic weapon anti-satellite systems capable of destroying US spacecraft or access to the services those spacecraft provide. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Extensive knowledge of scientific and engineering concepts, principles, and theories with practical applications to difficult and complex work assignments; particularly as those assignments relate to kinetic weapon anti-satellite systems capable of destroying US spacecraft or access to the services those spacecraft provide.

    2. Knowledge of the intelligence community and intelligence collection, analysis, and production cycle.

    3. Skill in applying structured analytic techniques to identify, investigate, and resolve complex technical intelligence problems.

    4. Skill in using engineering principles to extrapolate system characteristics, performance, and vulnerabilities from incomplete information and experience using or developing technical tools to facilitate ascertaining these types of parametric information.

    5. Ability to communicate highly technical information to both technical and lay audiences through written intelligence products and verbal presentations.

    6. Ability to guide and mentor junior analysts in difficult and complex work assignments to include assisting in setting team analytic agenda and reviewing and improving analyst production.

    PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
